Alternative to Incarceration through Intensive Case Management and Access to Housing Program
Individuals experiencing homelessness who live with severe psychiatric disorders are particularly vulnerable on the streets, in hospitals, and prisons, without a lasting solution.
Médecins du Monde France, an organization that has worked alongside vulnerable populations for over 30 years, has operated the AiLSi program in Marseille since 2021 as an innovative alternative to incarceration.
Supported by the Erié Foundation, this 24-month action research project – with results set for publication in 2027 – offers an alternative to incarceration starting from the defendant’s initial court appearance. By combining immediate access to permanent housing with intensive outpatient medical and social support, the program aims to eliminate gaps in care, help participants stabilize their lives, and achieve lasting community reintegration.
